The changes being brought here are to be applauded. At RoW we feel there is a need to ignore short term economic benefits. Long term environmental effects need to be given greater weight - beyond a plan period. With global warming a reality, the environment becomes much more important. The natural environment plus landscape management, including the planting of appropriate trees bring cooling.

Whilst Wilmslow is well connected nationally and internationally, connectivity within the North Cheshire between Wilmslow, Macclesfield, hospitals, town centres and shopping precincts etc still rely far too much upon the use of private cars. This is a matter of serious concern for older residents who have to rely upon public transport. Taxis are expensive. Buses are infrequent and take too long to deliver to essential appointments like Macclesfield Hospital and appointments in Manchester which involve several changes. A comprehensive and ambitious travel plan is required.

Wilmslow offers a wide and diverse range of businesses occupying numerous different premises of differing types. There are offices, retail outlets, restaurants, leisure centres etc. Residents work at home. It has become accepted in planning that an office forms part of a home, or garden. As a result, Wilmslow contributes a very significant percentage to the Cheshire East economy.

There is a need to prioritise the areas of low qualification and of deprivation through attracting manufacturing businesses, supplies and other supportive activities.

All heritage sites need to be protected and improved by maintaining a significant buffer zone. Much bigger than the current LP allows. The NP describes the areas that need to be given very special protection from development: The Bollin and Dean river valleys, the Wider Lindow Landscape with its regenerating peat bog and the Chonar Landscape. Each plays a significant role in protecting the heritage, culture and the natural environment that define the town. Recently erected boards inform the history of people and events that have helped shape Wilmslow.

Circa 96% of the population in Cheshire East is white. Wilmslow is more ethnically diverse. Whatever, the new Local Plan should be seeking to improve diversity statistics. At RoW we are not convinced that planning applications give sufficient weight to meeting the differing needs presented. This is particularly the case in addressing access to the settlement centres from newly created housing estates. Development of LPS59 is a glaring example where there is nothing in the planning applications that seek to provide safe travel for all from the site to the town centre. Affordable homes must be built in all settlements.

The rural settlements within open agricultural land are vital to maintaining the diverse mix and the distinctive character of the borough. In pursuit of growth across the whole borough it is important that the open countryside is developed only to support the rural economy.

The data printed here paints a better picture for diversity. The aging population is not bringing bungalows for downsizing and housing mix called for in the Wilmslow NP is not forthcoming. Housing for young people must be built to promote the local economy. The current housing mix provides for residents of the wider NW. Exporting affordable homes is creating pockets of affluence. There is a need for the new LP to improve diversity statistics.

It is clear that there is no guarantee that a local plan will run it's full course. As we recall the current plan first draft appeared in 2011, approved in 2017. This new timescale will require very efficient practice on behalf of the LA. The second review must see the next LP process underway. Call for sites will have to be regular and scoping speeded up. Accurate and regular housing counts are vital to how many will be required and where, with a focus on protecting the wider green belt.

Economic growth that provides for:

Job security for all;
Equal opportunities;
A diversity of innovatory jobs that meet a changing economy;
A mix of housing that more accurately meets local needs and matches locally created jobs;
An abundance of green spaces with both managed and natural environments?
Town centre trees, and tree lined roads and shared walk/cycle ways bringing cooling to global warming:
An increasing improvement in agricultural land to provide locally grown food and increase local economies;
An overall upgrading and provision of infrastructure including transport, hospitals and leisure.
Improved water supplies.

5.6 is the key paragraph with particular emphasis upon infrastructure and environment constraints, and upon regeneration.
