While this process may deliver fairness to site promoters, it leaves communities entirely dependent on the Council's judgement to secure the 'best outcomes' for them. this is unbalanced in terms of fairness. Site Promoters are driven by financial gain and interests; communities are not and do not see the natural environment and other relevant issues as second-order questions.
There needs to be some dialogue between the Council and community representatives without any conflict of interest, financial or otherwise.

ATC welcomes the inclusion of Town and Parish Councils in the list of stakeholders and would suggest that its collaborative relationships across the community could be helpful to the engagement process. This may help to deliver the objective of making engagement 'coordinated, proportionate and auditable.' (6.64)
