This has been a massive area of weakness in planning assessments with outline plans often only showing vehicle access and the opportunity for active travel not fully researched at local level with boilerplate travel and transport assessments submitted based on desk research.
CeC should consider having an Active travel net gain plan requirement similar to the environment bng.

This is important for all development residential commercial and community.

CeC has only demonstrated paying lip service to these policies not sufficently involving local representatives in connection design to community facilities.

This area of policy wording and outcomes as evidenced by the Annual monitoring report has been an abject failure.
The various CEC policies repeat themselves and overlap the NPPF.
The Development team are too quick to agree applicants surplus to requirements and fail to secure adequate additional facilities. CeC lacks land for recreational and sporting space so off site contributions are not capable of delivering enough enhancement or new facilities.
There has to be a call for sites for recreational sports and community facilities and they must be provided earlier in development phases...at the end is taking the michael.

The playing pitch and outdoor sports strategy and indoor built strategy is way too difficult to digest and is ineffective because it may identify shortfalls but fails to highlight where new provision can go relying only on offsite contributions to enhance already ovetwhelmed public facilities.
Lets have a call for sites for an indoor tennis centre and 50m swimming pool.

If you aim to fulfill NPPF policy and CEC vision intent on this you need to employ more open space technical officers to assess plans and more enforcement officers as development progresses with more delivery earlier in the phasing of building

Please use the evidence you have cross reference it with Neighbourhood plans sports and recreation plans and do a call for sites specifically for sports recreation and community facilities.

Make sure Bluebell Village in Knutsford does not include the current sports sites.

Design and layout is key to sustainable development and I have been impressed by technical officers comments on planning applications so the key is to get more of them involved earlier on large sites and raise the game in Cheshire East delivering sustsinable homes not cul de sac housing estates as has happened to date.

Key issue is that the plan overwhelming focuses on houses and call for sites and it needs to pivot and include assessment of land that is required for sustsinable development so schools sports medical and active travel.

I consider this to be an area of current weakness. What have you done where the AMR shows you are not delivering to target?

There needs to be a more robust review than just writing a report and putting it on the shelf please actions need to be taken
