The Trustees of Haughton Recreational Ground, (Charity number 520059), welcome the opportunity to contribute to the Cheshire East Local Plan Scoping Consultation.The Parish Recreational ground, officially recognised as not being suitable for use a a recreational ground, is a distinctive and valued community asset located within Haughton Moss. It is owned and managed for the benefit of the community and forms an important part of the area's environmental, historical and social character. As Cheshire East develops its evidence base and policy framework, we request that the Parish Field and its contribution to the wider Haughton Moss landscape are explicitly recognised.

The scoping document highlights: “This plan, coupled with the five-year housing land supply, is also about protecting the residents of Cheshire East against unwanted, unsustainable and unplanned development.” We hope that the conservation of sites of ecological importance will continue to be “protected”, as suggested in the Cheshire East Local Plan Scoping Document. The Haughton Recreational Ground represents one of the few remaining fragments of the historic Haughton Moss landscape. It has been identified as a Local Wildlife Site (CE376) and is described as a remnant of the former mossland environment that once covered a much larger area of Haughton.

Haughton Recreational Ground Trustees ask that Cheshire East consider the following elements when reviewing the Local Plan:
•Recognise the Haughton Recreational Ground as a significant environmental and community asset within Haughton Moss.
•Ensure that the Local Wildlife Site designation and its supporting ecological evidence are fully reflected within the emerging evidence base and policy framework.
•Consider the cumulative effects that land use changes in the surrounding area may have on the field's ecological function, landscape setting, hydrology and community value.
•Recognise that the significance of the Parish Field extends beyond its physical boundary .

Cheshire East continues to recognise that conservation and enhancement are extremely important in ensuring that communities remain genuinely sustainable, retain their individual character & identity. As the Local Plan progresses, the Trustees request that Cheshire East:
•Recognise the Haughton Recreational Ground as a significant environmental and community asset within Haughton Moss.
•Ensure that the Local Wildlife Site designation and its supporting ecological evidence are fully reflected within the emerging evidence base and policy framework.
•Consider the relationship between any future site assessments and the environmental sensitivities associated with the field and the wider Haughton Moss landscape.

The Haughton Recreational Ground represents one of the few remaining fragments of the historic Haughton Moss landscape. It has been identified as a Local Wildlife Site (CE376) and is described as a remnant of the former moss land environment that once covered a much larger area of Haughton. The site contains a mosaic of damp acidic grassland, species-rich neutral grassland and high-quality hedgerows, supporting wildlife and habitats which are uncommon within lowland Cheshire. The Local Wildlife Site citation notes that some of the grassland communities present are rare in the Cheshire and support a diversity of invertebrates and plant species.

The Trustees are not seeking at this stage to comment on specific sites or development proposals. Rather, we ask that the Local Plan process properly recognises Haughton REcreational Ground forms part of the open landscape setting of Haughton and contributes to the sense of place and separation that characterises this dispersed rural community. The openness of the surrounding land, the historic relationship between the field and the wider moss landscape, and the absence of urbanising influences are all important components of its value.
