Mobberley cannot support the number of potential houses because of poor or non-existent infrastructure viz:-
Schools
One main road, many country lanes (many being used as Rat Runs)
Irregular bus service
Remote train station (not in the village)
Unreliable utilities

Agricultural land is precious and under constant threat, Its availability is not infinite.
Therefore the protection of Cheshire's valuable farming land should be prioritised over any type of development.
With the recent hot summers, everyone's focus has turned to the fragility of the UK's food security.
Agricultural land should not become land that is capable of being developed.

CE should bear in mind that, if developments are built in rural areas, that one of the main types of pollution that severely affects wildlife is that of light pollution - not just air pollution.

I know examples of families in Affordable Housing that now wish to sell and upsize but they cannot sell their homes, thereby releasing them for new entrants. This is a nationwide issue.
More effort by Central Government to unlock the restrictive nature of these older schemes would release hundreds of Affordable Houses onto the market overnight.
Buying an Affordable House can be a ball and chain.

At every opportunity CE seek to make waste disposal expensive and/or inconvenient.
To charge for green waste disposal is merely a ploy to generate more income.
To have a booking system to use waste disposal sites excludes people who cannot book a slot if they haven't got a computer.
