Multi-use facilities (such as schools sharing with recreation & social/youth provision) can make best use of expensive assets and also help spread costs across many users. The scale needs to be appropriate and suited to the location. Therefore larger facilities would have to be easily accessible by all. Leisure facilities, too often, appear to need private travel whether it be sport/swimming or small scale community 'centres' such as pub, village hall etc. Finding a balance between these different provisions will be challenging. Who does this best (e.g. local authority or 'commercial'), where provision is located or lost. Good luck!

Don't build where travel is only possible/realistic by car. Don't build pipelines that bring with them the potential to harm living creatures whilst destroying the land these are torn through. Stop,as a borough and a nation encouraging greater air travel. For an individual or family emissions from one long-haul flight often out-weight the emissions of a whole year of daily life. Above it says"...supporting appropriate airport-related development..". What about curtailing "airport-related development"?

Applying these principles to all new builds can make a difference. Applying it to only the largest projects misses opportunities to have the greatest impact, as a supermarket tells us: "every little helps."

"It should also encourage development that reduces reliance on fossil fuels". Cut down travel by building on brownfield first.
Use industrial buildings to house solar farms on their substantial roofs, making this part of the planning /building process. Support this by investing in the infrastructure to connect to the grid.

So focus on re-purposing buildings, brownfield sites so avoiding more travel from dormitory developments. Where there is land already contributing to carbon offset don't build on it, use brownfield.

A 'study' without commitment to act won't make much difference. Roads that struggle to cope with current traffic volumes increase pollution by delays. Building across greater areas of countryside increases the need for travel so creating more emissions. Building standards which improve environmentally friendly living need to be accompanied by realistic ways for existing homes to reduce their emissions. Greener energy implies electricity. Wind & solar power with reliable and efficient distribution should have priority in planning.
"Cheshire East aims to become carbon neutral by 2045". Is this the borough as a whole or does it just mean CE council?

Active travel needs encouragement. Dormitory settlements without good links to facilities bring greater car use so further impeding active travel. Why would anyone want the anxiety or danger of mixing with ever increasing number of vehicles, safer just to join in, go by car. Building houses in greenbelt means residents have to travel but without real investment in safe active travel infrastructure. Again brownfield first may be a better way.

Clearly problems exist for such divergence in life expectancy. A local plan that addresses this could lead to change for the better. Without funding little will happen, with more house building with no facilities or infrastructure problems will only get worse. Slightly feels like a 'tick box' inclusion.

Is this design & layout above making places feel safer or could it be about making people feel better about where they live/work so reducing their propensity to commit crime? A grand aim, possibly something that may not be high up on most agendas for for development.
