5.30 As described earlier the Standard method is a very blunt instrument and surely only useful as a check and even then more at the Regional Mayor level (Cheshire and Warrington) say. It cannot be the driver of developing local plans. The vision of Cheshire East and the role it plays (1) in responding to the national emergency comprising climate change, the nature emergency, food security and energy security (2) in providing for its residents' well being and prosperity must come first.

I have commented in other places that we need to put planet before the idea of pursuing growth at all costs. In fact I believe that the need to respond to the climate and other crises provide economic opportunities, can help reduce inequality and improve our overall well being. We must ask ourselves what new economic sectors and industries can arise out of tackling these crises. For example out of the need to retrofit most homes, switch to better diets and change the way we move about (reduced dependence on cars.)

Two priorities come to mind: address the issues that cause shops and buildings to remain empty and deteriorate for years on end and make remove the dominance of the car as much as possible (and then some more.)

5.91 Glad to see words such as 'encourage more sustainable modes of travel such as walking, cycling and public transport.' Please can we change the default speed limit from 30mph to 20mph as many other UK local authorities have done or are doing. Done right, this one move can significantly improve road safety while resulting in reductions in noise and pollution levels. If speed limits on rural roads are reduced (lower the default to 50 or even 40 mph) then people are more likely to cycle between villages and towns.

How can this list of public safety issues not include road safety? That is the safety of all road users - including the safety of pedestrians, cyclists, horse riders, wheelchair users, public transport users.

Totally behind all this. I believe an essential prerequisite is to reduce the default speed limit from 30mph to 20mph as many local authorities throughout the UK have done or are already doing. There would be the need for an exceptions process where it can be agreed that 30mph is safe when the needs of vulnerable road users (ie people not in cars) are met. The Highways Department needs to research the benefits achieved by other local authorities and Wales with an open mind.

I live just off the A6 in Disley. So much of the traffic there consists of HGVs so for me no local plan can be complete without considering how we can reduce the volume of freight going through the village (I am not advocating for a bypass here) and reduce the speed at which they pass through. I am in favour of the Peak Cluster pipeline if the alternative would be to load the CO2 onto lorries. There is a lot of opposition to the pipeline - not sure how well people understand what it is for.

I really want to see more emphasis on all this in any local plan documents. I believe community energy projects, which can protect our energy security and resilience as communities, have a major place in the local plan.

It needs to be made easier for listed buildings to install solar panels and heat pumps and any other means of making their homes more energy efficient.

6.47 I applaud the intention to hold community assemblies but caution that they need to be properly resourced and facilitated. I went to one in December last year and felt it was more like a focus group than a citizens' assembly as I understood the term. I sent an email about the experience but, looking at it now, I don't know where I got the address I sent it to from. Perhaps it never arrived (I did copy the Deputy Leader but didn't hear back from him either.) Anyway I am uploading a copy now.
