Clarification is requested on the reference to NPPF policy H06 and where the relevant policy can be found.

The success and sustainability of villages depends upon having the infrastructure necessary to support their communities. Growth should therefore be infrastructure-led, rather than assuming that development itself will automatically support thriving villages.
The cumulative impact of multiple small developments on local infrastructure capacity must be properly assessed. A large number of small sites can have an impact equivalent to, or greater than, a single larger development.

The Local Plan should consider stronger water-efficiency and water-management standards for new development, including:
• rainwater harvesting;
• greywater recycling and reuse;
• measures to reduce potable water consumption; and
• greater climate resilience and adaptability within building design.

This should include preventing disproportionate extensions and development which occupies land intended to provide visual amenity or encroaches into green space between buildings.

Where such policies are established, we would expect them to be effectively enforced.

Holmes Chapel has a challenging local highway network, with significant east-west and north-south traffic movements having to pass through or around the village. The narrow local road network is particularly affected when incidents or congestion occur on the M6 and when large/ abnormal loads are routed through the village.

Neighbourhood areas should have a broader and stronger influence on the assessment and determination of development proposals, particularly where local knowledge identifies infrastructure constraints that may not be apparent from borough-wide assessments.

Holmes Chapel has a challenging local highway network, with significant traffic movements through and around the village. The narrow road network is particularly affected by M6 incidents and abnormal loads.

Neighbourhood areas should have a stronger influence on development assessment where local knowledge identifies infrastructure constraints.

Any proposed growth in Holmes Chapel should be supported by a realistic assessment of cumulative traffic impacts.

Local Plan policies should also seek to prevent the creation of areas where responsibility for the ongoing maintenance and management is unclear or where such areas subsequently become poorly maintained by the Borough Council or management company.

We support the issues addressed in the paper.
There may be a conflict between the protection of existing green space and the application of policies supporting small-scale or infill development. The preservation of important local green spaces should take priority where development would result in their loss or harm.

Holmes Chapel is now increasingly affected by aircraft movements associated with Manchester Airport, including increased night-time activity. Noise pollution from Manchester Airport and private aviation businesses appears to be increasing.
We would expect the Local Plan to recognise this issue and consider appropriate mitigation measures where development or changes in aviation activity may contribute to increased noise impacts.

The Local Plan should promote greater use of direct, safe pedestrian routes between residential developments and key destinations such as the health centre, helping to encourage active travel.

Local Plan policies should also provide for the protection, improvement and ongoing maintenance of existing pavements and pedestrian routes.
