A 'call for sites' brings a rash of offers, CEC jumps at the chance to fulfil its increased allocation from central government. Don't bother with infrastructure first, just hit the targets and get a pat on the back. I'm sure that doesn't happen.
Brownfield first, potential for active travel, long-term environmental impact and well-being for all, humans & wild life in all its forms, can take the lead in where changes are planned and made. The impact of this call is immense, anxiety for those on whose doorstep this may or may not happen. Plan first, then seek sites.

Planning for growth

There seems to be an assumption that the future is built. Build this, build that (though experience suggests without coordination of vital infrastructure) and this will bring 'growth'. The potential cost in lost natural environment appears to have little weight, just throw in the word 'sustainable' and all will be well.
Where are the incentives for brownfield sites, for re-purposing existing structures, for maintaining greenbelt in the face of government demands for more homes. This plan should ensure that future generations inherit places that are at least as attractive, resilient and liveable as we do now.

It feels like the horse has already bolted and this is a plan, albeit slow moving, to shut the stable door. Build, build, build, join Greater Manchester to where ever and never mind the consequences. What's wrong with conserving the natural environment with its beneficial impact on climate, food production, leisure & recreation, general well-being of people and wildlife. CE could be a leader of sustainable development, put incentives in place for brownfield first, recognise the importance of ever dwindling nature but do with efficiency and energy.

Representation Summary:

Cheshire East is a largely rural area with some larger towns. This plan should seek to maintain this character. Greenbelt was introduced to stop urban sprawl but is now under attack with developments built or proposed that will overwhelm the countryside. This natural infrastructure is too important to lose, food security a growing problem. Put active travel high on the vision, prioritise brownfield first by incentivising it. Looking back don't let future generations regret what was lost by a vision driven by quick win/cheap build/fat profits for those who don't even live here.

Throughout my comments I have emphasised the importance of local people/local issues. At the 'lowest' level we have Parish Councils. These can gather and voice local views so should be integral to the process. However, on many issues, parishes have no 'power' and when they express a view, especially on planning, little notice is taken. For Parish Councillors to have an effective role in gathering and passing on views it is important for those higher up the line to properly consider what comes from 'below'.

Some people don't want to be consulted. Some don't have digital services, some don't have access to CE offices. So finding a way through this will require a multi-faceted approach where local councillors of all grades can play a part in facilitating face to face opportunities to supplement everything else that is offered. In some locations there may be voluntary organisations or faith groups who can help bring meaningful consultation. Maybe even old fashioned street posters/hoardings with who to speak to about 'it', by 'phone, in person, on-line etc.

Understanding Our Communities

Though CE is not immense in area it does have considerable differences across the borough. However these differences are not necessarily understood by us. Crewe, the largest town is totally unknown to me, I have never been there. Likewise there will be residents in Crewe who have never been to the northern tip of the borough. There is no fault or blame here but it does make understanding our communities difficult. Like the 'view' from London doesn't accord always with those 'up north', neither does the view from Crewe accord with touching onto Stockport. Local voices are vital for compromise.

Essentially if you are not keen on a housing estate down the road/in your back garden then you won't be able to stop it as its in the plan. Plan set at national level dictates to local level and so dictates to residents.
Green and grey belt provides ways to build where ever yet, at the same time, "protect and enhance the natural environment, mitigate and adapt to climate change" I wish you well with this daunting task.

Representation Summary:

"....guiding the use and development of land...." essentially is dictates what goes where and once in place there is little or nothing an individual can do to stop a steamroller. Perhaps listening to locals when a plan/project/development is to be put in place is a more realistic way to proceed so lives are not altered by use of 'it's in the plan so nothing can be done...'
