Wilmslow Town Council consider the consultation gives disproportionately high prominence and emphasis to Green Belt development, whilst giving significantly less attention to the use of brownfield land. This creates the impression that Green Belt development is a strategic priority, when points 3.15 and 5.17 of the consultation acknowledge that the NPPF establishes a clear planning priority for making effective use of brownfield land first.

Wilmslow Town Council consider that the consultation should be more clearly balanced to reflect this established planning hierarchy. The emphasis placed on Green Belt development should not suggest that the release or development of Green Belt land is a priority ahead of identifying and maximising opportunities for brownfield development. The consultation should instead demonstrate clearly how brownfield opportunities will be prioritised and exhausted before any consideration is given to development on the Green Belt.

For Wilmslow the green gaps between towns are very important particularly the area to the south of urban Wilmslow with Alderley Edge, Butterfly Bank and the Chonar Landscape. The Chonar landscape is a regionally significant area of green countryside and its development would present a serious loss of green belt creating an urban conurbation from Alderley Edge to Bury in the North.

Wilmslow Town Council believes that a ‘renewed commitment’ should be evidenced by a proactive approach such as a brownfield audit and particularly for housing. Royal London is a good example but smaller and town centre sites should be prioritised.

There is significant difference across the various communities mentioned above, and this should be used to inform strategic planning decisions. Too much emphasis is placed on Cheshire East figures as a whole.
