Brereton Neighbourhood Plan Reg 16 Consultation
Thank you for consulting Historic England in relation to the above consultation. We are the Government’s statutory adviser on all matters relating to the historic environment in England. We are a non-departmental public body established under the National Heritage Act 1983 and sponsored by the DCMS. We champion and protect England’s historic places, providing expert advice to local planning authorities, developers, owners and communities to help ensure that our historic environment is properly understood, enjoyed and cared for.
Historic England made a number of comments in relation to the pre-submission draft plan, on 18 March 2026, which we would recommend are taken into consideration. In particular, we would recommend that the plan acknowledge that it is located within the Jodrell Bank Radio Telescope Consultation Zone, and therefore also within the buffer zone for the Jodrell Bank Observatory World Heritage Site adopted by UNESCO. In addition to the national guidance listed above you may also find UNESCO’s Guidance and Toolkit for Impact Assessments in a World Heritage Context (2022) useful. This provides guidance about how proposals within the setting of a World Heritage Site might be brought forward without harming its significance or Outstanding Universal Value. The WHS Management Plan will be another useful resource.
Finally, and to avoid any doubt, this guidance does not reflect our obligation to provide further advice on, or potentially object to specific proposals which may subsequently arise as a result of the proposed neighbourhood plan, where we consider these would have an adverse effect on the historic environment.
