There are numerous parts of the current Local Plan that can contribute directly to this new Plan. There are policies that will suffice once strengthened in the light of experience. We are of the opinion that the ARUP Assessment produced the best results possible for Wilmslow and this should be brought forward. The call for sites has produced numerous opportunities to bring forward brown sites first for development. Grey site criteria need to be 100% met if the plan is seeking to protect the Green Belt. There needs to be greater weight given to Neighbourhood Plans.

Planning for growth

Sustainable locations provide safe travel to main centres for all including those with disabilities. New infrastructure needs to be in place before developments start. Improvements to town centres need to be guided by Neighbourhood Plans. Climate change requires an increase in the use of technology and in green infrastructure. Increase in the supply of water too. Encourage active transport and provision of sports facilities with access for all to the countryside. Community growth needs a mix of job opportunities and local housing. Protection of the historic environment requires investment and the creation of open land buffer zones.

New legislation and the rush to build has put pressure on the LA to approve developments within the Green Belt. However, NPPF states Green Belt criteria must be met. Grey sites around the Settlement Edge need to be built to strong boundaries to give some protection against further urban sprawl. Design of houses needs to take the eye into the Green Belt. Dormer and bungalows need to be asserted to achieve this. The response to "Call for sites" has opened up an opportunity to prioritise brownfield first followed by grey before any green belt sites have to be considered.

Changes to Gypsy and Traveller policy

The assessment of needs is welcome. The policies which govern the provision of accommodation for traveller people need to be developed within equal opportunities policies. Provision must keep pace with needs at the same time giving protection to amenity spaces.

Changes to Green Belt policy

At RoW we see no need to alter green belt boundaries. An exception would be where grey becomes green to enable "Golden Rules" to provide more affordable homes. New allocated sites too. For these we want to see strong, hard boundaries. We repeat brownfield first. There are many grey belt sites clustered around settlement edges. Development of these often smaller sites offers a golden opportunity to protect the wider Green Belt from development. Creation of grey belt by developers offering green open spaces should not be permitted.

This, in the light of the advent of grey sites. Government requires an annual update of brownfield audits and SHLAAs. "Call for sites" on a regular basis is welcome but only to feed an annual audit process. Brown curtilage within the Green Belt is to be welcomed providing this is designed to improve the local setting.

As described, a local economy does not necessarily call for loss of swathes of green space. Many small and innovative companies operate within the community, within town centres, within garden rooms set up for the purpose and working from home. A local plan needs to strategically set out to achieve the new ways of working that have developed during the period of the current local plan and seek to accommodate the emerging trends in the ways business is operating.

The new wider authority is to be welcomed. New opportunities for growth exist, and will emerge. It is very important that the Spatial Development Strategy is forward thinking. New and well maintained infrastructure is key to growth. Within this framework Neighbourhood Plans must flourish to meet the wishes of local people and to bring a variety of spaces that will attract visitors.

The design guide has brought with it boring repetition of housing estates;
BNG needs to be met locally;
An audit of current drainage systems is required with plans to increase and maintain them to meet planning needs;
Developer contributions need to afford infrastructure across a community and not simply local to site development;
Multiple occupation is a requirement of making the most efficient us of land and of protecting green spaces;
The Handforth Village is an example of what should already be underway within this local Plan period.

It is accepted that DDMPs are required, Local Plans too. They bring structure and order to planning. However, just as a Local Plan brings focus to locally specific needs, a much greater emphasis needs to be given to Neighbourhood Plans to complete the process by which order is brought to planning at all levels.
