Local plan scoping consultation

I am writing in response to the Cheshire East Local Plan Scoping Consultation.

I care deeply about Adlington, the surrounding communities and the countryside that makes this part of Cheshire such a special place to live. I recognise that Cheshire East needs to plan responsibly for the future, including meeting genuine housing, employment and other development needs. However, I believe that growth must be properly planned, evidence-led and supported by infrastructure, rather than development being allowed to dictate where infrastructure may subsequently have to follow.

Brownfield First

I strongly support a genuine brownfield-first approach to development. Previously developed land, vacant sites and opportunities for regeneration should be properly identified, assessed and prioritised before further loss of greenfield land and countryside is contemplated.

Our countryside is a finite resource. Once green fields are developed, they cannot realistically be restored. The new Local Plan should therefore provide strong protection for the countryside and ensure that the need for development on greenfield sites is subject to robust evidence and scrutiny.

The Council should maintain comprehensive and up-to-date evidence of brownfield capacity and demonstrate that reasonable opportunities for brownfield development, regeneration and the effective use of existing developed land have been fully considered.

Where essential infrastructure cannot be demonstrated to be deliverable, that should be a significant factor against allocating land for substantial development.

Ultimately, I want the new Local Plan to deliver sustainable communities rather than simply numbers of new properties.

New homes require schools, healthcare, transport, utilities, drainage, community facilities and other services. Existing residents also depend upon these services. Development should therefore improve communities rather than place existing infrastructure under increasing strain.

I would urge Cheshire East Council to make the following principles central to the new Local Plan:

Infrastructure-Led Development

The new Local Plan should be genuinely infrastructure-led.

Infrastructure should not be an afterthought. Before significant new development is allocated or approved, there should be clear evidence that the infrastructure and public services necessary to support it either have sufficient existing capacity or can realistically be provided at the appropriate time.

This assessment must look beyond roads alone. The cumulative impact of development should be considered across all services and infrastructure, including roads and traffic, public transport, schools and childcare, GP surgeries and healthcare, hospitals, pharmacies, emergency services, water supply, sewerage and drainage, electricity and other utilities, broadband and telecommunications, waste services, community facilities and access to green and recreational spaces.

It is not sufficient simply to identify that improvements may be required. The Local Plan should establish what infrastructure is needed, when it will be delivered, who will provide it, how it will be funded and whether its delivery is genuinely achievable.

Where essential infrastructure cannot be demonstrated to be deliverable, that should be a significant factor against allocating land for substantial development.

Evidence-Led Planning

Decisions about where development should take place must be based on robust, transparent and up-to-date evidence.

This should include realistic assessments of housing need, brownfield availability, existing infrastructure capacity, traffic and transport impacts, school and healthcare capacity, drainage and flood risk, environmental impacts and the cumulative effect of existing and proposed developments.

It is particularly important that the Council considers cumulative impacts. Individual developments cannot simply be assessed in isolation. A development may appear manageable when viewed on its own, but several developments can collectively place unacceptable pressure on roads, schools, healthcare, drainage and other local services.

Adlington and the Countryside

I would particularly ask the Council to recognise the character and value of Adlington and its surrounding countryside when preparing the new Local Plan.

Development should respect the identity and character of existing settlements and should not result in the unnecessary loss of countryside, unacceptable pressure on local services or the gradual erosion of the separation between communities.

The countryside provides far more than an attractive landscape. It contributes to biodiversity, wildlife habitats, food production, flood management, recreation, wellbeing and the distinctive rural and semi-rural character of Cheshire East. These benefits should be properly valued when alternative locations for development are considered.

The Local Plan should also take account of the effect that additional traffic can have on villages and communities such as Adlington. The capacity and suitability of the existing road network, including local and rural roads, must form part of the evidence base rather than relying solely on theoretical highway capacity.

Planning for Sustainable Communities

Ultimately, I want the new Local Plan to deliver sustainable communities rather than simply numbers of new properties.

New homes require schools, healthcare, transport, utilities, drainage, community facilities and other services. Existing residents also depend upon these services. Development should therefore improve communities rather than place existing infrastructure under increasing strain.

I would urge Cheshire East Council to make the following principles central to the new Local Plan:
1.
Adopt a strong and demonstrable brownfield-first approach.
2.
Protect valued countryside and greenfield land from unnecessary development.
3.
Make development genuinely infrastructure-led, with essential infrastructure planned and secured alongside or in advance of development.
4.
Base site allocations and development strategy on robust, transparent and up-to-date evidence.
5.
Assess the cumulative impact of development on all local infrastructure and public services, not individual developments in isolation.
6.
Ensure development respects the character and identity of Adlington and other existing communities.
7.
Require clear evidence that schools, healthcare, roads, public transport, drainage, utilities and other essential services have sufficient capacity or that additional capacity is realistically deliverable and funded.
8.
Ensure environmental impacts, biodiversity, landscape, flood risk and the wider value of the countryside are given proper weight in decision-making.

I support responsible planning for Cheshire East’s future, but growth must be in the right places and supported by the right infrastructure. The new Local Plan is an opportunity to establish a long-term strategy that protects what residents value while providing for genuine future needs.

I therefore ask the Council to ensure that the Local Plan is brownfield-first, infrastructure-led and evidence-led, with the capacity of all services and the cumulative impact of development fully considered before decisions are made about the scale and location of future growth.

I am writing in response to the Cheshire East Local Plan Scoping Consultation.

I care deeply about Adlington, the surrounding communities and the countryside that makes this part of Cheshire such a special place to live. I recognise that Cheshire East needs to plan responsibly for the future, including meeting genuine housing, employment and other development needs. However, I believe that growth must be properly planned, evidence-led and supported by infrastructure, rather than development being allowed to dictate where infrastructure may subsequently have to follow.

Brownfield First

I strongly support a genuine brownfield-first approach to development. Previously developed land, vacant sites and opportunities for regeneration should be properly identified, assessed and prioritised before further loss of greenfield land and countryside is contemplated.

Our countryside is a finite resource. Once green fields are developed, they cannot realistically be restored. The new Local Plan should therefore provide strong protection for the countryside and ensure that the need for development on greenfield sites is subject to robust evidence and scrutiny.
