he new Local Plan should be sufficiently flexible to enable provision to respond to evidenced local needs, through an appropriate combination of on-site provision, multifunctional green infrastructure and contributions towards existing facilities where there is, or will be, insufficient provision over the plan period.
The Council's intention to review standards for open space, parks, playing pitches and other recreational provision is supported in principle. Any local standards should be founded on an up-to-date assessment of existing provision, deficiencies and future needs, drawing on relevant national standards and best practice, tailored to Cheshire East's circumstances and tested alongside all other policy requirements.

A robust and up-to-date evidence base is fundamental to preparing the new Local Plan. The Evidence Base listed in the Scoping Consultation appears comprehensive; equally important is timing. The HNA, Land Availability Assessment, Viability Assessment and IDP should be front-loaded, as they will shape the plan's housing policies and reduce the likelihood of significant changes at later stages. These documents should be kept up to date throughout preparation of the Local Plan, with any changes reflected consistently across the evidence base.
