Haughton Parish Meeting was not informed about the scoping exercise and hence has not had the opportunity for adequate consultation with residents. The desire for early engagement has not been encouraged by Haughton Parish Meeting being left off the CEC Consultee lists. Neither the Parish Meeting nor the residents have had adequate time to prepare meaningful responses. The parish was also not consulted in 2024.

The preparation of a new local plan should involve all communities. Haughton recognises that it is a sparse linear hamlet set in the countryside. It is too small to have a Parish Council and hence has a Parish Meeting. The Parish Meeting should not be disadvantaged and should be treated equally to parishes which are able to support a parish council.

Brownfield sites would offer greater potential for development than new developments on virgin countryside land. The fields of Cheshire are an important characteristic of our area that should not be lost lightly.

There is an important Local Wildlife Site within Haughton, site registration number CE376. An important ecological site being surviving remnant of Haughton Moss. Land submitted as part of your request for sites (Land to the North of Long Lane) is adjacent to the LWS. Any drainage or development of this piece of land could change the LWS forever. The field suffers from flooding, and is under water for large parts of the year. Land identified on your map as Land to the North of Long Lane is theerfor unsuitable for development and should not appear in any local plan.

Representation Summary:

Haughton sits in the middle of extensive agricultural activities which have historically defined its character and nature. Parts of the hamlet have been recognised as important wildlife havens and as such these should be protected from being damaged by any development.

Haughton is one of the smaller communities being a sparse hamlet in a rural setting and this characteristic needs to be fully understood when considering any future development in the area. It should not just be considered an area ripe for development because of its sparse nature and perceived under development.

Representation Summary:

Haughton does not benefit from significant infrastructure. There is no school, church, post office, meeting rooms and more recently the Nags Head pub closed. The narrow lanes are no longer treated during the winter months and are prone to areas of flooding. Large agricultural vehicles and machinery are frequent users of the lanes along with horses, cyclists and pedestrians. Haughton is not connected to mains sewers or mains gas supply. Householders have to use septic tank systems and rely on either oil or LPG boilers for heating and hot water. Mobile phone signal and broadband is unreliable.

Representation Summary:

The natural environment of Haughton is its most important asset and should be considered carefully before allowing any development. The LWS is an important feature which should be protected from any potential threats that development could bring.
