Encouraging active travel will not ease congestion as most peaple's commute is beyond a cycle ride. Active travel will mainly benefit weekend users.

Excisting older properties in the area are off grid. So reliance on fossil fuels is essential. Many of these properties are of older styles so less likely to be adequately insulated to use new technologies. Pussing for net zero needs to take this into consideration.
