The Local Plan should embed carbon reduction throughout its spatial strategy and set clear, measurable and enforceable requirements for all new development. These should include minimum standards for energy efficiency, renewable energy generation, embodied carbon, water and resource efficiency, biodiversity and carbon sequestration, with performance monitored through planning conditions. Development should be located to minimise transport emissions, prioritising walking, cycling and public transport and reducing car dependency. The Plan should establish measurable carbon budgets and reduction targets for allocated sites and assess cumulative emissions. These requirements should reflect recognised best practice and Cheshire East’s 2045 carbon-neutral target.

The Local Plan should require measurable energy-performance standards that reflect best practice rather than minimum Building Regulation compliance. New homes should achieve at least the performance anticipated by the Future Homes Standard, including a minimum 75% reduction in operational carbon emissions, and the Council should seek Passivhaus-level performance where practicable. The Passivhaus benchmark of 15 kWh/m²/year space-heating demand and airtightness of 0.6 air changes/hour provides clear, measurable standards for genuinely energy-efficient homes. The Plan should also require assessment of embodied carbon, prioritise reuse over demolition, and mandate passive design principles, renewable energy and low-carbon heating.

The Local Plan should establish clear, measurable and enforceable design standards that reflect the distinctive character of Cheshire East’s villages and countryside. Design codes should be prepared at an appropriate local and village level, identifying settlement character, important views, landscape setting, density, building form, materials, green infrastructure and biodiversity. Higher-density or large-scale development should not be allowed to undermine local character or create inappropriate urbanisation of villages. Design requirements should also incorporate best practice in climate resilience, energy efficiency, sustainable drainage, biodiversity and active travel.
