The Local Plan must be led by the natural environment, rather than simply accommodating it on a best-effort basis. A biodiversity crisis as indeed a crisis, and deserves appropriate action. The LNRS should be a driving force in the plan creation and there should be no development plans for irreplaceable habitats, including ancient woodland and peatlands.
Protection should be given to all designated sites, including Local Wildlife Sites (LWSs), and habitat corridors connecting natural features protected and enhanced.

Development on peatlands should cease. Where possible, peatland restoration should occur on suitable sites, encouraging carbon capture.
Renewable energy systems should be actively encouraged/mandated where possible on new developments, which should be designed with layouts to suit these.

The proximity of residential areas to accessible green spaces is vital for wellbeing and mental health. In a warming climate such places can also offer relief from extreme temperatures and should be protected and enhanced accordingly. Experience from the COVID pandemic highlighted the value that the population placed on such areas. Green gaps between settlements are clearly prime green spaces for neighbouring communities.

The climate change study should include a peatland mapping study, where additional survey data is sought, where necessary.

The Council must be able to demonstrate clearly how community engagement has influenced the Plan. There was a feeling that this was not done in the last Plan and community engagement has likely suffered as a consequence. This situation needs to be resolved in order to regain the confidence of CEC residents..
