We support the inclusion of self/custom build provision in the scope, which could help achieve the sustainable communities and intergenerational living of the previous clauses. We believe social, self and custom build projects should have precedence over for-profit development where possible, that Community Right to Build, Neighbourhood Plans and similar mechanisms are highlighted and encouraged in the plan and that expected standards are high to meet our climate mitigation and adaptation goals.

We welcome the statement in 5.50 and would be happy to submit evidence to support the case for higher housing standards. This section should include “Energy Efficiency Standards”, “Embodied Carbon Standards” and “Overheating Risk Evaluation Standards”. We strongly support the inclusion of M4(2) and M4(3) as mandatory standards for accessibility. it is imperative that Local Plans emphasize the importance of water conservation. With a high proportion of our land use dedicated to farming, new developments will only stress our reserves and food security further. We strongly support the inclusion of higher water efficiency standards.

Paragraph 5.66 and the following don’t seem to consider sustainability and Sustainable Development. Because economic growth that relies on the depletion of finite natural resources is not beneficial for long-term Cheshire East economic and social health, priority should be given to business proposals that promote natural resources protection and restoration (e.g. water and land), renewable energy and infrastructure, circular economy. local employment. The plan should promote local small enterprises and workforce upskilling.

Section 5.71 section needs to include reference to design/planning being influenced by the need for improving the environment for pedestrians by the removal and/or control of vehicular transport, including measures such traffic free areas, improved cycling provision, and local car parking that doesn’t impede the thoroughfares.
Whilst section 5.74 mentions “green infrastructure” this needs to be emphasised, especially the need for tree and hedgerow planting, especially if we want town centres to be seen as attractive places to visit. As our climate warms the shade from trees is becoming a key mitigation for this and essential within town centres.

We welcome the exclusion of peat in considering future minerals provision. Peat extraction has now ceased on the large cutover peat bog at Lindow Moss and a comprehensive programme of ecological restoration is well underway.

Transition Wilmslow welcomes the prioritisation of moving higher up in the waste hierarchy by increasing recycling, composting and other recovery methods. However, we wonder whether the current objectives are sufficiently ambitious to ensure lower level of residual waste. It is important to consider that recycling, composting and other recovery methods could translate into revenue source for the Council as the waste collected through those channels could be used as raw materials by certain industries (e.g. compost/food waste biogas).
House improvement/construction waste needs curbing, and energy efficient retrofit encouraged through the Planning process as part of renovations and extensions.

Key aspects of the BSIP need to be brought into the plan properly, not just listed as a reference document. We would like to see it integrated, treating bus accessibility as a factor in where development goes.
The Plan should incorporate and reference a LCWIP, Manual for Streets, and Healthy Streets principles. These are standard tools for many boroughs.
We would like to see new development sites that are actually walkable, cyclable or bus-served accessibility.
Parking standards are mentioned (5.93) but there’s no acknowledgment that generous parking works against modal shift.

Transition Wilmslow welcomes the proposal to give the natural environment due weight in the new local plan and we support the agenda listed from 5.96-5.103. We welcome the emphasis that will be given to the Cheshire and Warrington Local Nature Recovery Strategy and we'd like to see that given due weight in, for example, the ongoing review of the Green Belt. Following the LNRS, the policies in the SADP already look very dated and lacking in ambition. We strongly welcome the proposed ‘peat study’ but would like the scope of this to include ‘peatland landscapes’ not just ‘peaty soils’.

TW welcomes the fact that many of the right themes are included, but wishes to know how the Local Plan will link with, and where necessary incorporate, existing joint plans and strategies designed to address the wider social determinants of health, including economic, social and environmental priorities. Providing essential infrastructure like health facilities, school places and roads to serve new residents will require prior collaboration at strategic level, rather than consideration on a piecemeal basis. Processes and measures will also need to be built in to ensure delivery, measurable outcomes and joined-up working across agencies public health, education and planning.

These environmental hazards should be managed through a proportionate risk-based approach that considers impacts during construction, operation and throughout the development lifecycle. Development should minimise risks to human health, society, amenity and the environment while supporting sustainable regeneration. Land contamination should be assessed in the context of intended future use, with remediation proportionate to risk and including nature-based or other sustainable and green solutions where appropriate. Consideration should also be given to detrimental changes to sensitive ecosystems and water environments through runoff, hydrological balance and altered water chemistry, resulting from the development process, future land use and drainage.
