The Local Plan should recognise the need to allocate sites for housing to facilitate ‘downsizing’ for older residents, helping to free up activity in the housing market and thus making better use of the existing housing stock and provide appropriately sized homes, such as flats with space to meet households needs.

Para 4.7 refers to higher education provision in the borough being limited but fails to refer to the Apollo Buckingham Health Science Campus which supports education and development across all areas of healthcare. This provides important education, research and innovation in the health sector which the borough has a longstanding history of hosting related businesses. This should be recognised.

The Cheshire and Warrington Local Nature Recovery Strategy should be cross referenced and included within the preparation of the local plan.
The Green Belt helps to protect agricultural land and farming activities and farm employment which is important in helping to ensure food security. The local plan should not release Green Belt farmland not already identified for longer-term development unless in sustainable and appropriate locations to meet identified local needs.

The local plan should continue to recognise the importance of Cheshire East's rural communities.
Development must not undermine the character, identity and sustainability of rural settlements. Development that fundamentally changes the nature of rural communities should only be considered where there is a genuine local area need for the development and compelling evidence produced to justify that all reasonable alternatives have been considered and exhausted.

To free up activity in the housing market and make better use of the existing housing stock, it should facilitate appropriate sized homes to enable older residents to resize e.g. downsize to larger flats with appropriate accommodation.

In order "to unlock prosperity for all" new appropriate sites need to be identified for all forms of industrial and commercial development in sustainable locations that utilise or can expand existing infrastructure, are accessible preferably by public transport to existing and new housing, including affordable housing, thereby reducing the need for car-borne commuting.

Many town-centres contain vacant and under-used property which need to be converted or redeveloped and reused for a wide range of diverse uses as part of regeneration programmes to make these centres attractive for 21st. century living and visiting and to attract in further private investment and tax revenues.
The council should approach landowners to assess the reasons for brownfield reuse and redevelopment not coming forward. If it is because sites are unviable, then set up a fund to assist regeneration and promote financial packages to regenerate several towns and provide social housing at scale to encourage investors and government.

The Local Plan must identify existing capacities of all forms of physical infrastructure and support services and identify potential opportunities for increasing them.
As an objective the plan should require infrastructure-led development rather than development-led infrastructure.

All forms of travel infrastructure should be fully funded and delivered in advance of significant housing and employment occupation.

Without this approach, there is a substantial risk that large developments become heavily skewed towards those that own and drive a car which places unacceptable pressure on existing infrastructure. This is particularly relevant as current road and rail networks experience congestion and capacity constraints.

The council should ensure that all heritage assets and their settings are protected, enhanced and reused where possible and practicable for the benefit of future generations.
