Para 5.19 implies that a Grey belt land register will be recorded and maintained? Please make this clear. Also recognise that grey belt land is being defined much more loosely than intended when announced by SoS Rayner and PM Starmer when they used examples such as disused filling stations. When defining grey belt do not use the current developer-led presumption that any site is Grey belt and it is for the LPA to defend its classification as Green. Rather, presume that a site is Green belt and only change it if there are compelling arguments to so do.

We have an untapped housing resource on our high streets - promote and encourage opening-up of flats above shops across CE. There are many planning and building control barriers to doing this - actively seek to remove these and regenerate our town centres.
