Representation Summary:

Given the shortfall in housing land supply, CEC is under pressure to release land in less than sustainable and deliverable locations which are not suitable and appropriate for meeting dispersed housing and employment needs. There is a strategic policy void at present which is unacceptable and will continue until the local plan is adopted.
It is requested therefore, that CEC issues an Interim Housing Policy Statement (IHPS) to guide developers and provide clarity for the public, for example, by bringing forward safeguarded land in the current plan and promoting town centre regeneration and brownfield redevelopment.

Cheshire East should take a balanced, county-wide approach to housing delivery, ensuring development reflects where housing and employment needs are and the wide range of infrastructure are located or could be expanded as these will be more sustainable and deliverable than relying on locations requiring major new infrastructure.

Cheshire East’s housing requirement should be met from existing commitments, brownfield and regeneration opportunities and sites already safeguarded and identified through the call for sites. There is significant potential to meet the requirement through a range of sites across the borough which would help reduce pressure on already constrained transport networks.

Affordable housing

Representation Summary:

Social and affordable housing must be delivered where the need is greatest and as speedily as possible.

Approximately 60% of Cheshire East’s social housing need is in the south, particularly around Crewe, with around 40% in the north. Housing allocations should therefore reflect this distribution of need.

The Council should prioritise sites capable of delivering social housing in the short term, rather than relying on delayed delivery due to the need for major supporting infrastructure.

Dispersing social and affordable housing across existing communities could provide better access to employment, services and transport, while making better use of existing infrastructure.

Support a brownfield-first approach by:
1. Prioritising regeneration of existing urban areas before release of Green Belt and productive agricultural land.
2. Regenerating the main and market towns by utilising existing infrastructure, increasing town centre footfall, supporting local businesses, meeting local housing needs and reducing pressure on the countryside.
3 Approach landowners to assess the blockers to brownfield reuse and redevelopment and where unviable, set up a fund to assist regeneration.
4. Request the Government to set up contaminated land funding.
5. Promote financial packages to regenerate several towns and provide social housing at scale to encourage investors and government.

Representation Summary:

Many town-centres contain vacant and under-used property which need to be converted or redeveloped and reused for a wide range of diverse uses as part of regeneration programmes to make these centres attractive for 21st. century living and visiting and to attract in further private investment and tax revenues.
The council should approach landowners to assess the reasons for brownfield reuse and redevelopment not coming forward. If it is because sites are unviable, then set up a fund to assist regeneration and promote financial packages to regenerate several towns and provide social housing at scale to encourage investors and government.
