While centrally set, the standard housing requirement calculation should be open to challenge if the 'standard' does not match what the local requirement is - this is the purpose of a local plan, to set-out how the plan will meet local needs. As part of the plan process consider evidence of over-supply such as builders choosing to not build-out sites with approvals, houses 'sticking' on the market or falling or below national average house prices.

Greybelt has been interpreted in recent developer-led Appeals much more widely than originally intended in announcements from SoS Rayner and PM Starmer in 2024 when they referred to degraded and previously developed land in green belt. The interpretation of any site by developers as Grey has been enabled by the NPPF and lack of a 5YHS. With the new local plan ensure we return to the original intent of the grey belt definition as supported by examples given by SoS and PM such as disused filling stations or market gardens.

The Brownfield register is populated passively not actively. Refer to CPRE research at https://www.cpre.org.uk/resources/state-of-brownfield-2025/ . If we adopt an active 'look for the sites and encourage owners to develop' approach then the pressure on greenfield sites will be drastically reduced as we hold many suitable, sustainable sites close to population centres and transport links. Change the approach for this local plan to actively seek out and promote brownfield sites. If resource constrained then engage local Councillors who know their wards intimately in this task.

Recognise the importance of green spaces and open countryside in our attractiveness to tourism. Keep the economic aspect of losing green space as a priority consideration when assessing sites.

A pleasant and desirable place to visit, live, grow and work where health, wellbeing and happiness are prioritised. The natural world is celebrated and development is concentrated in well defined urban areas. A hub for educational opportunies where all are regarded as equals.
I'm sure there are at least 10 KPIs here....

1 See earlier comments about making the call for Brownfield sites an ACTIVE exercise using local elected officials and volunteers where appropriate.
2 Sites must be assessed using a 100% transparent set of criteria. The assessment exercise must NOT become a fight between competing concerned groups over which green field is built upon. Publish the full set of criteria and assessment guidance aas part of this consultation.

I fully support the wording and intent of Para 5.18: In managing the approach to Green Belt, the new local plan will:

Assess future development needs.
Maximise the use of brownfield and underused land.
Optimise development densities.
Consider sites outside the Green Belt first.
Assess whether exceptional circumstances justify any Green Belt boundary changes.
