Transition to a low carbon economy - particularly in the decarbonisation of heating. Specific policy and planning consideration must be given to renewable energy opportunities - including but not exclusively geothermal and local area heat networks. Also any small development (such as domestic retrofit) that can prove a measurable energy reduction per m2 should be given priority approval - even if that enhancement detracts from traditional aesthetic conservation aspects.

It would be useful if a scale offering distinctions of nuanced types of "greenbelt" were given - e.g. identifying low amenity grazing as first options for any essential development and offering significant guarantees to locations where genuine biodiversity and ecology are at risk - therefore making such sites impossible to destroy for housing or infrastructure. Clearly brownfield development sites must be exhausted - and be proven to be so prior to any greenfield being considered.

A radical approach would be to make these transient sites visible and central. By welcoming and integrating - the outcomes could be widely positive and remove issues of alienation and community friction.

The value of the land both for ecology and for local amenity should be primary. The character and local value of pockets of greenspace within urban or suburban areas outweighs whether they are on the outer perimeter of the conurbation. Just as greening inner cities is finally being embrace as a way of reducing urban heat, enhancing biodiversity and improving amenity and mental health - we should be strongly aware of the contrary effect if green pockets are developed on throughout towns and villages within the County.

Places like Macclesfield are ripe to exploit their location as hubs for tourism. The proximity to the Peak district and ease of access from Manchester and other cities. Economic development led by and supported by CE needs to be more live to these types of natural capital - with well considered and integrated plans to maximise the potential.

Active travel and low carbon energy (specifically heat provision) should be key determinants to a future-proof development too. You know overlooking this now will only kick the can down the road. Get ahead of it and be renown for exemplary place-making.
