The review should consider the interaction between policies governing residential extensions, settlement boundaries and PD rights. Policies should not force applicants to pursue larger or less satisfactory PD schemes because a better-designed planning application exceeds a historic floorspace calculation (RUR 11).
For established rural communities, the assessment of an extension should include the existing dwelling, scale and character of surrounding properties and landscape and visual effects of the proposal. A percentage increase over the size of the original dwelling can be a consideration, but it should not automatically outweigh evidence that a proposal is appropriate to its site and surroundings.

This must be based on current, settlement-specific evidence and should not merely reproduce the conclusions of the evidence prepared for the previous Local Plan.
The review should also examine the consequences of removing former settlement boundaries in 2022, including the subsequent application of RUR11 to an established residential community and the interaction between that policy and PD rights.
The methodology, scoring, underlying data and draft conclusions for each settlement should be published. Residents and parish councils should be given an opportunity to comment on the evidence before the new settlement hierarchy, list of infill villages and individual boundaries are finalised.
