Before any major development is allocated, there should be clear evidence that
adequate school places can be provided;
healthcare capacity is sufficient;
highway capacity is sufficient;
safe pedestrian and cycling infrastructure exists;
drainage and sewerage capacity is adequate;
flood risk will not be increased;
emergency services can access the area;
wildlife and ecological networks can be protected;.
