I question whether existing settlements can sustainably absorb further growth. The pattern of building housing first and then discovering that the infrastructure - roads, schools, shops etc - does not exist and no provision has been made, is the wrong way to go about it.

The scoping should first assess what each community can support as well as housing. Only then should new sites be considered for these uses. Further, that consideration should identify where new and/or improved road, cycle, bus and rail links are needed to ensure that the new development is sustainable.
