Comments on the Haughton Local Plan Scoping Consultation

I am a resident of Haughton and wish to make these comments in relation to the future planning of the area and, in particular, the potential identification of land within Haughton for residential or commercial development.

My comments are based upon the fact that I am concerned with the wider and longer-term implications for Haughton as a community and with ensuring that any future development is appropriate to the character and capacity of the area.

Haughton is a dispersed rural hamlet comprising farms and individual homes, rather than a continuous built-up settlement. Its character, environment and economy are closely connected with agriculture and the surrounding countryside. The area's prime agricultural land is an important part of this character and should not be regarded simply as undeveloped land with potential for alternative uses.

There are also significant practical constraints which, in my view, need to be properly understood before further development is contemplated. Haughton has narrow rural roads carrying substantial agricultural traffic, limited drainage infrastructure, no mains sewerage and very few local services. Residents are reliant upon private transport for access to schools, healthcare, shops, employment and other services. These constraints affect the whole community rather than individual properties.

I therefore believe the Council should first establish a proper evidence-based understanding of Haughton's character, infrastructure, environmental constraints and capacity before identifying individual sites as suitable for residential or commercial development.

Any assessment should consider not only the impact of an individual proposal, but also the cumulative effect of development upon the rural settlement pattern, agricultural land, landscape, drainage and flooding, highway capacity and safety, infrastructure and access to services.

I fully recognise that Haughton, like any community, must be able to evolve and respond to changing needs. However, I believe that any such change should be proportionate, sustainable and appropriate to the area, rather than being driven primarily by the availability of individual land parcels for development.

I would therefore ask Cheshire East to engage meaningfully with Haughton residents and establish the area's appropriate planning status and capacity before determining whether, where or at what scale residential or commercial development should take place.
