The Council should have applied a filtering system to submitted sites, to ensure that those that are clearly out-with the Council's existing policies (as many sites clearly are) were excluded from the map of site submissions. The Council's scoping consultation is about procedure, not specific sites, and all that the publication of the map of site submissions has achieved is a large, and in the main, negative response and engendered huge amounts of local anxiety.
