Additional new housing allocations should not be located in proximity to the Greater Manchester boundary. Such a location would serve the Greater Manchester housing market primarily and would do little to satisfy the housing needs of Cheshire East residents.

The North Cheshire Green Belt plays a key role in limiting the outward expansion of Greater Manchester - one of the primary purposes of green belt, as maintained in the recently updated NPPF. There is little grey belt land within the NCGB and much of the area comprises best and most versatile agricultural land. Notwithstanding the need to provide additional housing land ,priority should be given to brownfield sites and other land within and adjacent to existing Cheshire East settlements. There is no overriding justification for the release of land in the NCGB for housing or other built development.

The strategy should not preclude the development of emerging development proposals such as Northern Powerhouse Rail and possible reintroduction of a revised/affordable extension of the HS2 line to Manchester and beyond (albeit at a less ambitious specification than previously envisaged)

The Chester to Manchester railway line carries slow and infrequent services and stations along the line cannot be considered to be a sustainable location, sufficient to justify the release of land from the Green Belt
