Planning for growth

Representation ID: 2236

Received: 23/08/2026

Respondent: Mr Lewis Behan

Representation Summary:

The local plan is completely at odds with the vast majority of the bullet points cited. I have listed in detail why above. It offers no benefits for the local community at all. I suspect that once again Cheshire East Council is subjecting it residents to unnecessary and damaging "development" which the vast majority of people are not in favour of.

Increase in housing requirements

Respondent: Mr Lewis Behan

Representation Summary:

The increase in housing requirements is artificial and has no bearing on local needs.

Planning for growth

Representation ID: 3229

Received: 29/08/2026

Respondent: Mr Lewis Behan

Representation Summary:

As I referred to in section 2.1, the local plan achieves none of the wider objectives. It appears to exist simply to build more houses that the area doesn't need, with all other issues, such as economic development, simply serving as a pre-textual justification in order to build more houses.

The natural demand for these houses is low. They are being built solely to cater to the pressures nationally that stem entirely from mass immigration.

Changes to Green Belt policy

Representation ID: 3230

Received: 29/08/2026

Respondent: Mr Lewis Behan

Representation Summary:

The changes to the Green Belt Policy will advance its loss. It is now perfectly reasonable to believe that in a generation or so the Green Belt will no longer exists as a result of this policy.

Economic growth

Representation ID: 3231

Received: 29/08/2026

Respondent: Mr Lewis Behan

Representation Summary:

At the risk of sound facetious, the councils idea of economic growth is to grant permits to a new barber or kebab shop, or to sign up for an experimental C02 pipeline. I would much rather the council was less involved in economic planning unless there was a distinct need for it to do so.

Spatial development strategy

Representation ID: 3233

Received: 29/08/2026

Respondent: Mr Lewis Behan

Representation Summary:

The creation of the combined authority is a disaster for local residents. Just as the abolition of the borough councils made local government less effective, so will the creation of an even larger combined authority. Chesire's needs will be subordinated to Warrington's. In addition, its creation has also served to gerrymander the local boundary so that a Labour majority is more likely.

Demographic mix

Representation ID: 3234

Received: 29/08/2026

Respondent: Mr Lewis Behan

Representation Summary:

The 2021 census is woefully out of date due to the Boris wave. Towns like Macclesfield have been demographically transformed in just a handful of years. This is not a positive development.

Natural environment

Representation ID: 3239

Received: 29/08/2026

Respondent: Mr Lewis Behan

Representation Summary:

I have touched on this in previous sections, but is is completely contradictory to talk about large scale building on green field/green open space environments in one sentence, and then to refer to the enhancement of the natural environment in the other. These are mutually exclusive objectives and it is dishonest to claim that this local plan protect or enhance the natural environment.

Climate Change

Representation ID: 3241

Received: 29/08/2026

Respondent: Mr Lewis Behan

Representation Summary:

Carbon neutrality by 2045 is a target that has not been voted on by the residents of CE. The council has zero right or mandate to force this target on residents. It also has no right to green light large scale projects such as the CO2 pipeline which will irreversibly damage the natural environment and the local settlement's its passes through or nearby, just to meet these targets. If CE council wishes to be carbon neutral by 2045, it should consult its residents in a plebiscite in order to gain a mandate.
