I support “… reduce reliance on private cars and encourage more sustainable modes of travel such as walking, cycling and public transport.”
However, I recommend to strengthen this idea by setting a target to reduce driving.

I recommend to add road safety here and committing to the Government’s Road Safety Strategy. This sets two welcome targets for 2035: a 65% reduction in people killed or seriously injured (KSI) on Great Britain’s roads, and an even more ambitious 70% reduction for children under 16.
The Government’s Road Safety Strategy was published in January. I highlighted this as a public speaker at the Highways and Transport Committee, 2nd April 2026, agenda item 8. Local Transport Plan. The officer replied that this could be considered and I recommend to follow up on this now.

“The Local Plan will need to encourage active travel …” should be changed to
“The Local Plan will need to enable active travel ...” This in turn should primarily happen via restrictions on driving.
To provide for cycling in urban areas the Local Transport Note 1/20’s second Summary Principle should be observed:
“Cycles must be treated as vehicles and not as pedestrians. On urban streets, cyclists must be physically separated from pedestrians and should not share space with pedestrians. Where cycle routes cross pavements, a physically segregated track should always be provided.”

Reducing Carbon Emissions

I support “The Plan will also need to reduce transport emissions by supporting electric vehicles, public transport, walking and cycling …”. Cycling UK for example states
“Data produced for the DfT-funded Propensity to Cycle Tool project suggested in 2017 that, if people in England became as likely to cycle as people in the Netherlands, English authorities could reduce CO2 outputs by over 1,500 tonnes a year on average.
