Local plan scoping consultation

Per Clause (1)(a)(i) of Regulation 20, the Council considers the scope of the Local Plan (LP) must acknowledge the emerging modified Shavington cum Gresty Neighbourhood Plan (NP).
It is our intention for the NP to make site allocations of a nature (housing and other land uses) and scale already agreed with you and as encouraged and enabled by the existing and new NPPF.
We are applying the site assessment methodology set out in national guidance and have the support of independent professional advisors. This will ensure the NP meets the basic conditions. The NP will be commencing Regulation 14 consultation on the 7th September 2026 and includes a site allocation for approximately 870 homes.
As a result, there will be no need for the LP to duplicate or propose alternative proposals for our Neighbourhood Area, unless the LP proposes strategic scale, new settlement growth.

We will continue to liaise with you in bringing forward the NP but respect that your resources are limited and will therefore keep this to the minimum. Our taking responsibility for making site allocations and other spatial proposals in the NP will also help you manage your resources.
We would therefore expect to see this notification formally acknowledged in your published summary of this Scoping Consultation, per Regulation 22(1)(d) and then provided for in the published Local Plan Content & Evidence at the Regulation 23 stage.

Per Clause (5)(d) of Regulation 20, the Council formally requests to be notified by
you at all the subsequent stages of the Local Plan process provided for in that regulation.
