I am a Knutsford resident responding as a private individual. My full representation, attached, sets out twenty numbered requests covering the distribution of growth and cumulative capacity, infrastructure, the natural environment and nature recovery, the evidence base, and engagement. The individual requests are also entered as comments against the relevant parts of Sections 5 and 6. The representation objects to no site and does not ask the Council to plan for fewer homes than the standard method requires; it asks for specific policies, tests and evidence to be built into the plan now.

Paragraph 5.4 invites views on priority matters for the vision and objectives. Mine is that the plan should include an explicit objective that growth is infrastructure-led — that the timing and location of development is governed by the capacity of the infrastructure supporting it — with a measurable outcome attached, so that delivery can be tracked over the life of the plan.

Two requests on site assessment. First, the methodology should include the Cheshire and Warrington Local Nature Recovery Strategy's Local Habitat Map as an explicit criterion, with sites that would sever mapped connectivity identified at the sifting stage. Second, every candidate site should be ecologically surveyed before allocation, not after. LPS 38 at Longridge was allocated, then found to qualify as a Local Wildlife Site on eight criteria; the baseline had not changed since allocation. Permission followed on appeal despite the loss of 40% of the wildlife site, the allocation itself carrying the argument.

Representation Summary:

The plan should apply a genuinely sequential approach to land: brownfield and urban capacity first, then non-Green-Belt greenfield, and only then Green Belt release.

Where grey belt assessment is used, I ask that the assessment methodology and its outputs be published and consulted upon in full at the 2027 Plan Content and Evidence stage, rather than appearing for the first time alongside proposed allocations in 2028. The public cannot comment meaningfully on a Green Belt release if the reasoning that produced it is disclosed at the same moment as the conclusion.

Settlement hierarchy

Representation Summary:

The review of the settlement hierarchy should be based on the actual current capacity of services, not merely on the presence of a facility.

A town with a secondary school at capacity, GP lists closed or under strain, and a constrained highway network is not, in any practical sense, as capable of absorbing growth as a raw count of its facilities would suggest. I ask that the hierarchy methodology explicitly distinguish between the existence of a service and its available headroom.

Two requests on distribution. First, growth should be tested against the absorptive capacity of each settlement — highway capacity, school places, primary care, wastewater and water headroom, green space and community facilities — and not derived solely from position in the hierarchy or a proportionate share of the borough total. Second, the baseline should count completions and commitments since the current plan was adopted, published settlement by settlement, so that the fairness of the distribution can be judged on evidence rather than assertion.

Representation Summary:

Five infrastructure requests. The plan should require transport, education, primary care, green space and wastewater capacity to be available or firmly committed before occupation, secured by phasing conditions. The Infrastructure Delivery Plan should be disaggregated to settlement level and published in 2027. Named evidence should be commissioned, including transport modelling, school forecasting by catchment, and primary care and wastewater capacity. School places must be within walking distance of the housing they serve: Knutsford's capacity sits on the Mobberley side, driving journeys across town through Adams Hill. The capacity of a historic town centre should be a constraint on distribution.

Natural environment

Representation Summary:

The Cheshire and Warrington Local Nature Recovery Strategy is a statutory document the Council must have regard to, yet the scoping document does not mention it. Its Local Habitat Map should be embedded in the plan's policies map, including connectivity — the element site-by-site decisions cannot protect. The plan should also include a green corridors policy, drawing on the Knutsford Neighbourhood Plan's 34 identified corridors; a strategic cumulative ecological assessment at town level, given Rostherne Mere, Tatton Park and Booths Mere; and biodiversity net gain delivered within the same ecological network rather than exported elsewhere.

The plan should protect existing community facilities, and should require that development of any significant scale delivers community infrastructure proportionate to the population it creates — on site or within reasonable walking distance, and delivered to a timetable tied to occupation rather than left to follow at an unspecified later date.

Representation Summary:

Evidence base documents should be published as they are completed, rather than held back and released in bulk at each consultation point.

A six-week consultation window is not sufficient time for residents to absorb a large body of technical evidence and respond to it. Staged publication would cost the Council little and would materially improve the quality of the responses it receives.
