Local plan scoping consultation

There are five definitions of the word scope, which one is CEC using in this document? I think we can ignore the nautical meaning. Now there's a question.
I agree with many of the comments already recorded on this page.
If this exercise is to look ahead & plan for future needs we must have history from the last 10 years. For example, where and how many genuinely affordable residential dwellings (e.g. Council Houses) were built within the parish of Wilmslow or the wider CEC footprint.
In no particular order, the other areas where 10 years of historical data is required to make future decisions are:
Birth rates to gauge the demand for homes, schools and other essential services etc.
Business growth and employment opportunities.
Improvements in the public and the private services, such as doctors surgeries, NHS dental surgeries, hospitals, libraries and police services etc.
Geography, topology and the importance of the sub soil substrate of the areas proposed for redevelopment. Flood risks are important aspects to be considered.
Agricultural needs and services required to maintain the areas balance of historical interest, farming assets and recreational needs.
The impact of the cancellation of the Northern leg of HS2 on the county.
This is not an exhaustive list.
Only when this information is available can you look ahead to predict and plan for the future up to and beyond 2040 for the parish of Wilmslow and the wider CEC area.

If this new document (2030 to + 2040's Local Plan), does not have statutory enforceable legal powers, supported by CEC & the UK Government, what is the point of this creating this document? Without statutory enforceable powers that all participants have to follow, it is just a useless exercise of jobs for the boys and girls.
